Is the Ranking of Institutions/colleges exclude making confusion predominantly?

Sometimes espousing for a real slang, endorses attention transmutation in Toto. The same pulsation is beating this time for IIITM Gwalior.

One of our authors initiated a thread on a social networking forum on exclusion of many MHRD Institutions like IIITM Gwalior from top 75 Engg Insti/coll in India, in 2009, published by Outlook India.
