IIITM G :HISTORICAL BACKGROUND: 1.0
Computer Policy – 1984, Electronic Policy – 1985 and software Policy – 1986 laid the foundations for the liberalized growth of information technology industry in the country. These policies enabled the increasing use of information technology in all aspects of business management and public administration and led to the development of IT infrastructure viz, Communication Networks like NICNET, INDONET, ERNET, INFLIBNET and Internet.
In 1992, the Ministry of HRD set-up a high powered committee under the Chairmanship of Dr. P G Reddy. The team in its report reviewed the overall scenario in the country with regard to software education and training. The team identified that the total manpower need for the software development, domestic and export, was of the order of 5, 70, 000 personnel at 1996 to meet a target of software export of Rs. 10, 000 crores. Against this the formal educational system produced only 1,20,000 personnel. The team, therefore, recommended, among other things, setting up of Advanced Information System Institutes on the pattern of IITs and IIMs in the country. A study conducted by the World Bank Sponsored in July 1992 also underlined the need for additional manpower in the area of IT and software development.
Presently, a number of Institutions offer programmes in computer science and technology. However, there is no institution, which acts as a resource institution in the synergetic field of Information Technology and Management. The management functions and decision making of the corporate world has changed over last ten tears. They rely more and more on technology inputs, world wide data bases and information technology tools. This calls for synergy between information Technology and management functions for creating a manpower, which may enable the industry of future to acquire an edge in global market place. With the rapid development of this branch of knowledge and its relevance for media, communications, higher levels of management and various aspects of daily life, need of a resource institution which will absorb, adopt and transmit and would exclusively address itself to this branch has been considered most essential.
The All India Council for Technical Education constituted a working group in May 1995 consisting of eminent professionals, academics and others in the areas of Information Technology, Management and Communications to deliberate on the issues relating to Information Technology and prepare a Theme paper. This working group prepared a basic document underlining the basic need of establishment of a National Centre in the area of Information Technology, covering the academic programmes, thrust areas, faculty structure, infrastructure requirements, method of funding and governance model. The basic document was further debated in a Workshop attended by professionals from Information Technology and Management, academics and experts in the field of Higher Technical Education, Management and Information Technology.
The Government of Madhya Pradesh came forward with an offer of land free of cost for this purpose in Gwalior. Gwalior is in the National Capital region and extremely well connected with major towns through rail and air. The town is also well known for its academic environment as a number of national level institutions exist here in addition to high quality schools and the university and its affiliated colleges. Keeping with the commitment of Govt. Of India to develop the NCR, led to the establishing IIITM Gwalior an institution of eminence in this part (Most of the developments around Delhi earlier have been concentrated in the North, West and, to some extent, East). In terms of location of industries and academic institutions, Gwalior enjoys both proximity and access. While considering the basic document, these aspects were also kept in view and Gwalior was considered to be a suitable location.
Indian Institute of Information Technology and Management (IIITM) at Gwalior was established as a centrally funded, autonomous institution registered under the Societies’ Registration Act and governed by its Board of Governors. The composition of the first Society is given in Annexure II. The primary objectives of the Institute would be to create facilities for education, training, research, consultancy and professional development in the areas of Information Technology and Management in an integrated manner.
The structure of academic programmes contained in the AICTE document were as follows:
(i) A 5-1/2 year integrated programme with an entry-level qualification at Senior School Certificate or equivalent leading to a postgraduate Diploma in Information Technology and Management.
(ii) A 2 year Postgraduate programme leading to Diploma in Management and Information Technology with entry qualification as a bachelor’s degree in selected areas.
(iii) A 1-1/2 year Postgraduate programme leading to Diploma in Information Technology and Management with entry level qualification as a bachelor’s degree in Computer Science/Electronics or equivalent.
In addition to the above mentioned course work, the group recommended that the institute shall conduct research in thrust areas (Annexure 1), undertake MDP and Continuing Education Programmes and link with industry for R&D work.The proposal was approved by the Cabinet of Govt. of India. The Govt. of MP has also agreed to provide 20% of the non- recurring cost in addition to the cost free land for the campus at Gwalior. The foundation Stone of the Institute was laid on Jan 17, 1996.

The ratio 1:1.5 between the academic and support staff is the least in comparison to the existing National level institutions funded by Central Government (IITs, RECs, SLIET etc.) , where this ratio is in access to 1:3.5.
Professor D.P.Agrawal from IIT Delhi has assumed charge of the Project Director of IIITM, Gwalior with effect from 9th Oct. 1998 afternoon. Mr. A. Hande joined the institute on deputation from TTTI Bhopal as Programmer in August 1998.

IIITM G :HISTORICAL BACKGROUND: 8.0 INSTITUTIONAL INFRASTRUCTURE
Two Computer laboratories have been developed during 1998-99. These laboratories are kept open for extended periods to facilitate the students an extensive hand –on experience. The state-of-art computing facility available in the laboratories include :
• 40 Pentium II nodes with multimedia facilities, connected on a high-speed fiber optic based network in a distributed Windows NT/95 environment.
• The network is based on TCP/IP protocol in order to reduce the dependency on a particular Software vendor.
• All nodes are connected through 10/100 Ethernet LAN with Pentium II Window NT based Digital server.
• All these nodes have round-the-clock Internet (ISDN based) connectivity through a Proxy server.
• SCO Unix openserver which includes the licenses for all the other software such as SCO Xvision 97,SUN JAVA,JDK ,Netscape enterprise server etc.
• Application development Software like Visual Basic 6.0, Power Builder 6.0, Visual C++ 5.0, Designer/Developer 2000 and Visual J++.
• Software packages like Office 2000, SPSS, Auto CAD 14 are also available and many more are being added.
• The Oracle 8.0 Database with 30 users license has been installed on server.

8.2 Library
Recognizing the changed role of libraries throughout the world and redefined by the information revolution, IIITM is responding to this novel environment by extending access to library resources in a variety of ways. The dream is to create a state of the art library with all modern communication facilities, which enables an environment of scholastic learning.
• An electronic library has been setup to access databases electronically. The highlights of IIITM electronic library are
• EBSCO - access to over 800 journals in the text form.
• CMIE - industry database
• The library is well equipped with texts and references in the areas of management and Information Technology along with literature on companies, research papers and project reports.
• Library subscribes to journals, periodicals and magazines, national dailies in the areas of IT and Management.
8.3 Communication Facilities
• Being a nodal institute for Information technology, a culture of paperless office is being created on campus.
• One of the major strengths of the institute is its modern communication facilities ensuring quick and reliable connectivity to all the members of the institute with national and international fraternity.
• Institute's main campus, currently being developed, will be fully wired and have strategically designed LAN.
• The Internet connectivity is available to all members of faculty to facilitate their interaction with academic communities world- wide. All computer terminals have round-the-clock Internet connectivity through a Proxy server.
8.4 Medical Facilities for Students and Staff
Institute currently provides very skeleton medical facilities to faculty, students and staff with the help of a doctor from the Morar Hospital, Gwalior. The doctor has been engaged to visit the Institute for an hour three times a week. Doctor is also available on call for emergencies. Staff of the Institute is also eligible to medical re-imbursement as per Govt. of India Rules.
8.5 Hostels
All the students accept the residents of Gwalior has been provided single seated accommodation in houses hired for the purpose in Deen Dayal Nagar . The students through contract arrangements run a common mess. Institute does not give any subsidy for the living of the students. The institute has provided facilities of recreation.

IIITM G :HISTORICAL BACKGROUND: 9.0 VISIONING OF THE NEW CAMPUS
9.1 Campus Vision
Indian Institute of Information Technology and Management has been established with the objectives to provide quality education and Research to act as a resource in the area of Information Technology & Management. The quality education, therefore, is at centre in all activities of the institute. The Institute academic building therefore must convey the spirit of excellence and radiate the message of a high quality academic Institute. It is envisioned that this be achieved through a central structure in the academic building complex whose design may integrate and project the essence of the Gwalior architecture. Around this landmark, modern academic buildings could be interwoven and annexed.
All the buildings will be SMART. The campus is planned to be fully wired for providing access to modern communication facilities at all the places in the campus. The campus network be designed along with campus planning to enable specific corridors outlined right in the beginning which would avoid later digging of the campus and within the building. The climate in Gwalior is very hostile for most part of the year. This will necessitate architectural designs keeping into account the environmental and climatic aspects. For the equipment, Computers and communication devices, to work efficiently and accurately in the academic and administrative buildings, laboratories, hostel rooms, library and faculty residences will need noise & dust free environment with controlled temperature and humidity. The campus buildings will have many air-conditioning spaces. It is necessary that building design and building materials including coatings used must reduce the heat load to cut on power cost. To sum up, the campus will need air quality control at all the places. The central vista of the campus complex could be designed to use landscaping as a tool to achieve climate control. Annexure V gives the list of campus Visioning and Finalizing Committee.
9.2 Selection of the Architect
The process for selecting an architect for the institute was started. On the recommendation of the campus visioning committee , IIITM Gwalior Society decided to select an architect through a limited competition amongst architects who have in past designed similar level institutions following the Council of Architectures' norms. Which envisages payment of premium to all the entries. An architects brief was prepared and provided to 23 architects/architect firms (List drawn in consultation with The president Architecture Council of India and DG, CPWD. To enable selection, the following Board of Assessors was constituted as per the norms of the Architectural Council of India:
